Development of a 'Pingtree' for Payday Loan Leads...

I need an automated "pingtree" to submit payday loan leads to various merchants/lenders. Depending on the response the first merchant's system gives, the lead is then handled accordingly. For example on a "failed" or "rejected" response the lead is submitted to the next merchant on the "ping tree" list and so on until you receive a "success" response in which case the process stops and the applicant is forwarded on to the success page... I would also like to have the ability to chop and change around the order the lenders are sent to within the "pingtree", eg. MEM is the 1st lender for now, I would like to have the ability to make it the 2nd, 3rd, or 4th lender in the "pingtree" if circumstances dictate... Experience in the payday loan lead generating business using the industry’s standard protocol for Ping & Post plus XML POSTing is essential. It would be ideal to view a similar working system the bidder has developed before the project is authorized. Immediate payment upon successful testing of system.
