CGI-PERL solution that retrieve records from XML file

We need Perl-CGI solution specified in attached documents. Do not bid if you don’t understand the project or if you are not qualified. Bidder must be perl expert possessing extensive perl-cgi knowledge with proven track record. Even if you are not selected for this project, but we like your previous feedback, we would like to establish long time relation with you and many other perl-cgi programmers because we have many other upcoming projects. Accepted bidder will be provided ftp access to upload and test work in progress. Also, if any specific perl modules are available for this project you must notify as at once. (depending on the nature? of the deliverables): a)?
