Consulting required for the design of a membership website

Hi there, I'm looking for an outsourcer that can help me with the creation of a concept of a membership website. This membership website should be added to the already running website of my client. It is a very simple website so far. The membership area should offer: - Display of every registered user - Display of Job adverts - an area for companies to post up jobs - Course offers to which users can sign up to - Area for admin to post up these courses - Gallery - Newsletter - Database link to online invoice service (probably Gsales, but nothing is deceided yet) to sync Contact details such as Name and adress. I would need you to give me some advice how I can implement such a Website and an estimate about the needed resources so I can give my client a proposal. The consulting should usually just include one or two Skype call where we can discuss these topics. Please bid only if you read and fully understand the Requirements.
