can`t see Hebrew in my system (PHP)

Hi all,

I have an English script i need make it in Hebrew

but when i tried to add categories / add movie from youtube with new title

what i get it`s numbers and signs and the new link not working

for example when i tried to write pets in Hebrew this is what i get:
