Hello i well know php and i think php with mysql can solve your problem. mysql will save data about download ( time ). and then we can get data from mysql to calculate if number of download is growing up or down (number of downloads up or down in an interval of time) -> change price. The bulk of the work is in the conceptualization, which will involve us co-creating and clearly defining the specs. Then I'll take those requirements and develop an algorithm that fulfills the requirements. Next will be the building phase where the algorithm is actually coded. Lastly, the test phase where we run the algorithm against various simulations to see how it would preform with real data. As you can guess all that work, to be done correctly and well will cost more than $250. I quoted you $500, but that is just to highlight my bid a bit. We should talk about what you can afford.
