CCTV monitoring type application

The CCTV application I am seeking wil be one application with several functions. You will probably need to have had experience in this area previously. 1) A web environment where multiple people can connect via IP to a PC via the web and view what is going on through a camera connected to a PC. The PC may have multiple cameras so selecting between camera is necessary. Sound is also required along with the picture. 2) A Monitoring application for security. In this situation people can connect via IP to the PC running the camera to view what is going on. The PC may be running multiple cameras so it is necessary to be able to select between camera. An option to trigger an SMS or Pager message or Alarm will be required if movement is detected in the image. I anticipate there to be two applications. 1) one running at the PC / Camera end. 2) one running at the monitoring end. As to the letter, I mean here that it is not simply a web page but a possibly an activeX or VB app so it can be distributed and functionality easily added. Additional Functionality will be optionally to record what is seen. This may be triggered manually or by action. A commercially profesional finish is required.
