Capture of Image on Electronic Portable Device

I am looking to integrate into an existing Web Application which writes to MySQL a device (which can be a tablet with Stylus option) to allow a user to write or draw something in a field on the device and have the device automatically upload the image as a JPG or TIFF or PNG to a MySQL database.. The Web Application is in VB.NET ASP.NET and writing to a MySQL database. Preference is for an android tablet to integrate with the application or Windows Phone 8 Device with Stylus to accept the signature on a webform and upload the image. If this cannot be uploaded immediately via the internet it is to store the image on the device until it returns to the office and can connect tot he network to upload. At the point of capture the application should also record GPS location and Date and Time. If the device will also keep a GPS track of locations and Time of the device even when not in use this will be good
