Cellular Phone Software with Web Interface

I would like software / firmware created which, once downloaded onto a cellular phone, will allow me on request to disable that phone remotely (wirelessly) and discretely by pinging / contacting the phone via a web interface. This process also needs to be reversable. In other words, I also want to be able to remotely enable a phone which is currently disabled. Disablement could take the form of either locking the key pad or instructing the phone to cut out and/or drop the line or connection when any attempt is made to make a call. In both cases, it would be ideal if the user were unable to turn the phone off at the normal power switch. The software / firmware needs to work on all the major manufacturer handsets which may mean a number of different versions of the application need to be developed. It also needs to be as secure as possible to prevent people from tampering with it once it is downloaded. I require the coder to supply me with the cellular application (ready for download and self-executable), plus the source code (ready for upload to a server to be specified) for a white label web interface which can combine with the application wirelessly. The web interface should be built in such a way that it can easily be integrated into a fully designed web site at a later stage. ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables): a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment. b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request. 3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement). For the avoidance of doubt, INTELLECTUAL PROPERTY WILL BECOME THE OWNERSHIP OF THE BUYER. ## Platform Platforms on which code will work are to be recommended by coder and agreed in advance.
