Content Filter Plug-in

I am looking to have someone create a small, easy to use, content filtering applet that will download / sync a blacklist housed at a centralized server. The plugin needs to work on Windows 9x, 2000, and XP. Content filtering is basically web surfing and using a blacklist and a rating system to block access to certain websites. The program needs to be standalone, and simply update the blacklist on a scheduled basis. A whitelisting portion also needs to be created to deem sites ok for access (but only for that particular PC) not the entire centralized list. The list is in categories and needs to be able to categorical block sites. Check the note below on the blacklist and review the sample file. There also needs to be password protection for un-installation and to turn the service off(for unfiltered use). Again, I am looking for a SMALL applet, program, etc.. to do this. I dont want a huge bulky download for users. The blacklist will be provided from [login to view URL] or some other form. I have a sample of what it looks like or you can download it <[login to view URL]> ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables): a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment. b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request. 3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement). ## Platform Windows 9x,2000, XP Centralized Updating will be done on a Windows 2003 server.
