Adopt a street map

I am looking for someone who is able to build a website/application that is capable of allowing users to self register and adopt a location (like the adopt-a-highway" concept. Ideally, this adoption or signup would be visible to subsequent visitors and duplicate adoption would be prevented. Then, at a set time frame, those adoptions would expire and disappear, thereby again freeing that location for adoption by the same or different visiting user.

This project is intended to lead into a non-profit green project marketable to municipalities. I would be interested in discussing the project with anyone who has the requisite skills to complete this project. I have no idea how large this project is. It is conceptual at this point. I'd like to find someone willing to invest the time for deferred compensation or percentage of future proceeds.
