Business Directory

I need to find a freelancer who can build a directory to my specifications. The intention is to list ads for local businesses. I want to be able to use the script on multiple site with multiple domain names for multiple types of businesses in multiple areas. so the design should be fairly ambiguous. I have outlined most of the functions that I want available.

It needs to be quality work for a good price. Please see attached word document for detailed outline of project.
