Contractors and homowners portal

This will be a site or small portal that will bring the construction companies and the home owners together. I Have started one already its half way done and I would like to get it completed. I will be able to provide the so far done or coded php files and the mysql data base in txt format so they can be utilized by the taking over developer company. I want to emphasize one very important thing that the site needs to be coded SEO friendly I know most developers they don't like that idea and they will say its SEO friendly but they will code it with tables unless they use and convert the web templates like joomla, magento and alike.
