I need to create a community web portal. It would be very colorful and decent design. We need to upgrade some content everyday basis. It would contain community news for 6 states and event list for 6 different states. It would presend daily local news. People acn logon and publish their article on the portal. I haven't make any documentation yet. But need some feedback from the free lancer about the costing to complete this project within 3 months. There will be online chat facilities for the members.
