Autostart SerialKeys service (MS BUG)

We are looking for a fix for Windows XP SP2.
The problem/bug is that the SerialKeys service ([url removed, login to view]) does not autostart with autologin enabled.
If autologin is disabled the service starts (if selected for autostart) without any problems.
I need someone to "code" or "script" some sort of fix for this.
Just try this on the XP SP2 platform and you will notice the problem.
The Serialkeys service can be turned on in the "Accessability Options" in the control panel.
Anyone understand our problem? Please respond fast.
I can provide more information about the issue.
Microsoft has been informed of this problem but does not seem to release a fix.

## Deliverables
1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):
