Create Program

I want a program developed that functions like this one

spad ixbd dot com /extracturl/[url removed, login to view]

(remove spaces from link above and change the word dot to a .

You can choose the language, etc but that is the functionality I want.

It should be a desktop application and when bidding please indicate the language you will be using and what (if any) functionality that exists in the program above you can NOT provide.
