Custom Toolbar programmed

Hello i need a toolbar created that my userbase can download and install. the toolbar needs to be able to add its self into the header of the browser and also into the footer of the browser. The toolbar needs to be able to update via a backend so i can control what buttons and Ads are displayed to the userbase. Every 10 pages the user will be faced with a full page ad once again i need to be able to change the ad from the backend. i also need to a place for the user to add there email address so i can track how many page views that users gives.
