Adapt customized Wordpress theme to be mobile friendly and form relationship

I customized a version of the default Wordpress theme (Twenty Eleven) using some minor template modification and CSS. I did not use a child theme, the changes were made inline in the theme files. It was a referral from a friend who works at the local bar the site was for, and they were on a budget so I cut some corners. Unfortunately, the scaling for mobile devices is non-ideal. I am not sure if the best solution is to make the site scale better, use media rules to customize parts of the template for mobile, etc. I would expect you to be able to assess the options and make a recommendation.

I have been a professional software developer for more than 15 years, and at one time did more consulting. Now, I have a family and very demanding day job and just don't have the time. I am looking for a partner to form a relationship with that can do jobs on demand as they come up. If things go well and the price is right I definitely would have more work to provide in the future, potentially including web copy, website design, graphic design and website management. However, this particular job does not require those skills and are just nice to haves.

If you bid but don't specifically talk about my requirements (boiler plate) I won't consider the submission. I don't expect this to take more than a few hours so if you bid any higher than $50 make sure you breakdown and justify the price. I don't mind paying for talent and quality but you should be able to explain why that is what I will be getting. I am not as concerned about previous work as demonstrated understanding of the problem and solutions.

Finally, I am not that picky when it comes to "code quality" but I don't want things left a mess. I am more concerned about what makes the customer happy.
