Build Wordpress theme from a PSD file

We have an approved PSD file that needs to be built into a Wordpress theme. We are looking for one homepage and one interior page with very minor changes between the two.
The final files should be HTML5+CSS3 with several custom widget areas and a dynamic menu system using the system within Wordpress. The interior pages should use the featured photo functionality to control what graphic is displayed in the header.
This is a very simple project and our budget represents that.
