CloudFlare and Plesk DNS Synchronization Tool

We are looking for a developer to build a PHP function that would effectively read all the DNS zones on a Plesk server and update the corresponding DNS zones on our CloudFlare account. This would allow us to update a DNS zone in Plesk and have those changes reflected on CloudFlare. All changes, including record additions, edits and deletes need to be properly mirrored in CloudFlare. In addition, if a domain is present in Plesk, but missing in CloudFlare, then it needs to be added to CloudFlare. If a domain is in CloudFlare, but missing in Plesk, then an email alert needs to be generated so that a human can look into the inconsistency.

The function should be designed to be as efficient and as quick as possible, to keep runtime as low as possible. The successful developer is expected to setup his/her own CloudFlare account and Plesk server to develop and test their function. We are using Plesk 11.
