Database needed for tracking

I need a web based application that will be used for tracking data. I will provide a detailed explanation of all the formulas needed via Skype and oDesk. It will be hosted on my server and on my domain. This will be a subscription site that will allow for multiple users to access in which I will need help in setting up a PayPal account for users to pay their subscription. I don't know what coding language this will be in but I'm open to suggestions and would like to hear the pros and cons of them. I will provide you with wireframes for most of the pages but I do appreciate your feedback and input. I like a coder that can suggest things and bring things to my attention even though I am very aware of all aspects of the project. I have done some coding myself so I can speak the language and make your life much easier than most employers. The following is a list of items that I need complete that I will discuss with you on Skype and show you via [login to view URL]: 1. Trade data page (drag and drop capability of images such as jpegs or png files) 2. Reports/Graphs (2-3 graphs of data based on the trades data); Ticks & Money based on date categories like (Today, yesterday, Weekly, Monthly, Yearly, 7 Days, 14 Days, Month to Date, Custom ) etc. 3. Setup page (user inputted data) 4. Profile (customer info) 5. PayPal integration 6. Security 7. Responsive view such that it can be viewed on iPhone, iPad/Android 8.
