I would a fully-functioning website to be constructed from the ground up with the ability to aggregate specific data from multiple databases. I would also like some help formulating my approach to the website, as I am a little behind the times with the newest programming languages for web 2.0 sites.
In short, I Need:

1) A similar layout to [login to view URL], but with just the functionality of the site's coding and display abilities being adopted, not a copy/paste of the site itself (if this makes any sense).
2) A user and administrative access system similar to reddit.com...

A little of an introduction:

I own the domain [login to view URL] and I have used the site for a variety of aimless purposes over the years.
A great idea finally occurred to me regarding a potentially lucrative use of this domain, and I willing to be pay a decent price for the coding of the site's layout, necessary databases, and administrative access/user access setups of this idea.
In short, I Need:

1) A similar layout to [login to view URL], but with just the functionality of the site's coding and display abilities being adopted, not a copy/paste of the site itself (if this makes any sense). I would also like a user registration system with 'captchas' similar to [login to view URL]'s implementation.
2) Preferably I would like a main splash page that has four parts to it; the first part being similar to clicking on the "top FML'S" on [login to view URL], but it would instead be a visible panel on the site (below the graphic of the proposed text "Holyfuckingshit I Am:" and it would be auto-updating itself with a recently submitted posting that has been determined to be a popular/high quality submission from one of the three sections that will be click-able links below it.
The three sections below the 'best of' panel will be called:
A) ...Unemployed
B) ...Angry
C) ...Depressed

So it will essentially be "Holyfuckingshit, I AM: a, b, c ...if that makes sense.

A, B, and C will essentially have their own databases that the first 'Best of Holyfuckingshit, I AM's' panel will aggregate top user-rated stories from.
What I want is the ability for anonymous/registered users to be able to post in a similar fashion as [login to view URL] allows, but also in this case, I would like for the users to be able to vote 'supposedly-real' stories as either valid or invalid submissions (a kind of moderation), and for the ability for others both anonymously or as registered users to recommend a financial incentive to this person (as in being able to vote by clicking on a link below the submission story: 'worthy of $, 'not worthy of $'), which the site administrator will then review/reward a monetary sum. So I would like Pay Pal inter-functionality for administrators, naturally.
In addition, I would like to gradually go towards the monetization of the idea, so built in text ads and very-minor visual ad support would need to be a functionality I can toggle at my eventual will.
I am new at describing what I want, but if I can find an experienced coder or team of experienced coders, I can fully describe exactly what I want and how I would like it to look and function.
I would like recommendations as to the types of coding that would be most effective in terms of load times, functionality, and browser support.
I hope this is a good enough description, please do shoot questions my way about anything else I have not covered (I am sure this a lot). I do have linux/unix experience and some basic-moderate mysql, and html/xhtml/css knowledge, but have been out of practice for a while. What I mean is, I can probably understand a good deal of what needs to be done, I just cant fully implement it myself alone.
