Adapt Zencart Module from 1.2x to 1.3.0.1

The Zen Cart Module ot_county_tax is for setting up tax charges for states that along with a state tax, have a county tax rate that needs to be applied. The module already is written for the 1.2x version but needs to be updated to the new 1.3 (latest) format. For the most part, it means examining the logic and updating the required templates, adding a additional field in the addressbook and database to be used to populate a dropdown box when a specific state is selected. Then upon checkout, if the customers shipping address matches the state/county formula, the appropriate tax for both the state, and the county will be applied correctly. The enclosed files (which are opensource GPL by the way) offer the examples that do work for the previous version. The developer should maintain the 1.3 logic of using the override system to encorporate this updated module, as to not upset the application upon updates. Programmer needs to be familiar with the new version as well as the older version. Bidders must provide references to previous work for both versions, along with a detailed plan of action. Bidders must be available for conference via PM/email/phone during normal daylight hour in the United States unless prior arraigements can be made. The attached file contains the version that needs adaptation to the new 1.3.01 format including the admin panel integration. As most all the work is done already this is considered a small project.
