Charts that have user submitted data and simple message system.

First of all i have a web designer for the site, but he told me that i need a php coder to get this onto my website. The site is for listing league of legends [login to view URL] of legends is a popular online game. What i wrote here is my idea for the site that i sent to my web designer. Some of the info asking for certain pages is unnecessary for you. The difference between [login to view URL] and this site is a greater amount of information on the posting. First, this website integrates live tournaments and online tournaments on the same page. I would like to separate them on different pages and have them titled: Online Tournaments and Local Tournaments. The Online tournaments page would have the list with certain categories. I want categories such as: Name, Start, End, Rank ( this would include the rank requirements for the tournament. League has a ranking system of Bronze, Silver, Gold, Platinum, Diamond, and Challenger. I want all of these to be choices including an option that of no rank required.), Type (type would mean what type of tournament it is. Type would include: 5v5, 4v4, 3v3, 2v2, 1v1, and ARAM.), Entry Fee (Is there an entry fee? Either a yes or no.), Server (What server is the tournament being held? Options include: North America, Europe West, Europe North and East, Brazil, and Oceania.) and Prized (Is it a prized tournament? Under prized would be either a yes or no.). The problem with the website listed is that it only lists prized events and I want mine to be open to all tournaments regardless of most requirements. The Local Tournaments page will be structured the same way. We will use all of the same categories except the category server, because it is going to be strictly for North America. When someone clicks on the local tournaments page I would like the option to search based upon their state. If possible, I would like a filter system for viewers to search for tournaments specifically towards one of the categories. For example, If I was looking for a 5v5 tournament then I could filter to find mainly 5v5 tournament listings. When someone wants to post a tournament on my site then they will need to make an account. Once they have an account, they can post on either the local or online tournaments page. When they decide to post, all the categories that are listed on the list will be required to be filled out in order to post. Underneath all the required categories will be a comment section where the poster can add any other information on the tournament including links to websites. This information can be found when viewers click on the name of the tournament similar to the way the linked website above does it. It would be great if the poster's username will be listed when the viewers click on the tournament name for more information. If the viewer clicked on the poster's username then the viewer can see all the current tournaments they have posted. A messaging system would be nice for those who have accounts to message each other. This would be needed in order for viewers to contact the posters to tell them that they are going to enter the tournament, ask them a question, etc.
