Convert phpnuke script to Vbulletin

We have a custom script that uses the nuke cookie for validation etc that we need ported to vbulletin (as we intend to move to that platform very soon). The script is multi parted and has its own database for the most part and almost standalone. It hooks into the phpnuke cookie for validation of users and rights for certain access. We need this to be ported so it will use Vbulletins access rights and groups ... Our budget is strictly $100 as the conversion job should be quite simple. We are looking at a long term relationship with a competent coder than can help us make the migration to Vbulletin from phpnuke and then help us further develop our custom scripts.
