Based on the images in pdf file you attached, i believe your stl files need to be optimized first for surfacing since part seems to be 3D scanned. Furthermore, based on your requirements, best workflow for this job is to prepare the mesh files in geomagic studio or design X and bring them in PowerSurfacing for Solidworks to produce Watertight, clean class A NURBS surfaces and provide you files in required formats.
