Design a Class Library (C#) to parse information from Blogspot blog.

I need a C# .Net (4.5) class library operate a parsing propose on blogspot blogs, independent of the language of the blog.
The operation mode of the class will be:
- An object must be initialized with a URL of a post from a blogspot blog.
- The object will have a function that will retrieve this data from given URL:
- Title of the Post
- Date of the Post
- Author of the Post
- Number of Comments (this is a very important part).
It must work in ANY language and even with different layouts permitted by Blogspot.
Adicional information:
- The maximum budget is 30€. Only offers of this value or below can be accepted.
- The Number of Comments is tricky to get if the blog is in any language that not english with the usage of just regular expressions. If you're planning to use just regex it will not work properly.
- There will be no more data than just the url of the post, and the usage of blogger API will not be possible. This must be made by parsing the page.
