Develop a NASDAQ stocks day trading robot by a given formula

Hello, I have the necessary experience to do the job. I work with Interactive Brokers TWS and I use trading robot written in C#. I prefer to use "standard" software for automated trading where possible such as MultiCharts, NinjaTrader etc. My trading system uses data from Market Scanner, but the standard software is not possible to obtain this data, so I wrote my own C# robot. I use open source TWS API from Dinosaur Technology. I looket at Glean TradeLink too. It is a possiple option. I would like to get a more detailed description of the task to choose the best solution.
