Custom PC software to play a selected video based from an iPad input

We need a custom PC software which can play full screen video files based on an external input from an iPad application. We also need this iPad application designed and built. For example, on the iPad app we will make a selection "Video 21", then the on the PC this [login to view URL] file will start playing instantly. Once video file playback finished, the video should pause and wait for the next input from the App. When a new video is selected on the iPad app, for example, "Video 10", the software should seamlessly play that file instantly, without any delay or without exiting full screen. This is not streaming like AirDrop, but instead the video files should be on the PC and neither the App nor the PC need to be connected to the Internet. They can be on the same network, but the PC software should be able to stay in the paused, full screen video mode for hours until it receives a new input command from the iPad app.
