Desktop App to Manipulate Data

I am looking for someone who is very skilled at writing little desktop Windows Applications that can manipulate data.

My web scraper gets me a csv file ([login to view URL]) which has my data, but it is not ready for the web.

So, when you look at that file, and then compare it to the "[login to view URL]" - I made the first 10 or so lines of final-output look like what I need as the output, after uploading the files into the software you will be creating.

A lot of changes happen with the software.

First, it needs to copy the domain but nothing after the extension of the domain (such as .com, .org, etc) and make a new column E, called Linking Domain. It then needs to grab the category of the linking domain from the Categories csv file. Then it needs to grab the LD DA of the Linking Domain from the DA file. It needs to round the DA and PA to a whole number, no decimals. It needs to eliminate a lot of columns, and have the output exactly as the first 9 lines of [login to view URL] looks. Let me know if you still have questions after looking at everything.

I have attached all 4 files that you will need to look at.

3 of the files will need to be uploaded into your desktop software and then spit out the "[login to view URL]" results (the 1st 9 lines are an example)
