Photoshop CC Plug In 2

I'm still looking for someone that can and has experience in creating Photoshop CC plug ins. The other project has expired, haven't found anyone yet. The plug in is for digital artists to be able to load brushes and then create folders, labels and add colors to those folders. Once folders created, artists needs to be able to drag and drop brushes in custom folders, rearrange, delete both brushes and folders, search for them, etc.

I've attached a full scope of the project as well as a few questions for you to answer. I also need an installer in a form of .exe file. Please be willing to sign an NDA, receive payment only upon my full satisfaction (milestones). Also, giving up the rights and the source code to the plug in.
