Create a Graphic Wheel That Spins

I would like to add a feature to a site that is being built. It is in the shape of a wheel that the viewer can spin by clicking on it. My wheel will be a way for an existing member of the site to meet another member of the site. There will be 8 members names on it. Other members click on it and it spins, landing, of course, on one name. They can then contact this person and say that their name came up and ask them if they’d like to be friends. (After the wheel stops, there is a short description of the person that pops up in a box below the wheel so the person can get a sense of who they have selected by spinning the wheel). The person who spun the wheel has the option to contact them through a simple e-mail/IM option graphic that also pops up. (The site being built will have an e-mail/IM capability) There might be a few very minor additions to it, but this is certainly the big picture. I can supply you with a drawing as to what the wheel will look like (similar to link below look) and a more detailed description. I need someone to write the code and do the graphic look so it can all be incorporated into a site that is being built.
