Create an affiliate network with tracking capability's for other affiliate to work from my network

I am currently trying to create a couple of websites to sit on my domains with landing / capture pages. one of the sites i would like to have created is a a deal aggregator site, this will be installed on one of my domains, this site will provide the deals from all UK daily deal sites, which i am an affiliate of, and need to be sectioned into either offers by area or offers by type. this will need to take direct feeds from other affiliate networks and will be aimed at the UK and ireland market. I also have 2 other domains, in which i would like to have an affiliate network / hub on one of them, this site will then feed the other domain that i own which will allow other users to use the content to create their own niche sites and creative ideas to market the products i provide. On the main site i would like to hold all affiliate products and merchant offers available to me through feeds, this needs to have a fully trackable system so i can pay any affiliate who join on the site. I hope this gives a general idea of what i require, and i currently have bids in on a similar project, so please bid kowing reasonable bids will win the project. If you have experience with affiliate marketing and data feeds to websites, this would be a great bonus and if there would be anyone who could offer advice while creating on this i would be gratefull I look forward to your bids.
