Conversation Network

Build a conversation network that operates within closed groups of people communicating privately within their groups, and within hierarchal levels.
To be built on Android and on iOS with a Web service to host data and give a dash board of structured data in various reporting formats. Users join with name , DOB and email. Auto generated PIN posted by email to register in app. When joining the app, a user will then be able to search for the group they wish to join (or create a group). (Creating a group will make that person admin) Within that group, there will be two Hierarchal Conversation levels which display all posts and comments on the chosen hierarchal levels, and allow user to post and comment. In app purchase to buy “PIN only entry restriction” to a group. Subscription to create additional hierarchal levels. This will be a monthly subscription cost. An individual post will look similar to that of facebook. However, a post will move to the top of the list of posts, when it is commented on (making it active). So the latest active post will always move to the top of the listings. The comments will always display under the post in time order with the latest at the bottom. Comments hidden until pressed. Option to share on facebook and twitter Usage Logs of users - Simply a log of comments and posts Terms and conditions prior to registration 
Settings to rate app, contact developer, alerts etc
iOS, Android and Web applications are to go live at the same time

Please note the project is starting from scratch. I have made a design which I shall produce on PDF along with detailed briefs to explain project and the rest is to be created. 
Im a novice at coding etc, so need a programmer that is capable of working with an inexperienced developer, and I will need assistance launching the apps on Google play and the App store and the web version on server etc.

I expect a reasonable amount of testing prior to each submission

Payments. 
1) NO MONEY WILL BE PAID UPFRONT - MILESTONE ONLY. 2) 50% of the agreed money will be paid in milestone upfront. 3) The other 50% will be added when the applications are ready for publish. 4) 50% of the funds will be released when iOS app uploaded to app store for approval 5) 30% will be released once approved and available on app store and Android and web are live. 6) The final 20% will be released after one week of live testing and issues resolved. 7) There will be a 20% reduction in payment, if the project is not functioning correctly and fully more than 1 week later than the agreed job time. And by a further 30% if the project is more than 1 month late of the agreed job time. (this will be deducted from the final payments.)
