Convert a PSD design to a theme for the Hugo static site generator

From another contest a while ago, I have a PSD for a website design. I need this design to be converted to HTML/CSS/Javascript. These files must be set up as a theme for the Hugo static site generator:

The theme must support:

* Front page as shown in the attached picture

* Base page template with same header and footer

* Google Analytics

* Use latest Twitter Bootstrap 3

* Mobile/Responsive support

There are plenty of examples and information on creating themes for Hugo.

What I would like to see from freelancers applying for this project:

* previous sites you delivered

* previous experience with Hugo

* experience with current technologies: gulp/bower/...

Full PSD design file will be given to the project winner at that point in time.
