Convert a Template to a Website

I am looking to convert my Funnel into new HTML5 Mobile-Friendly (Responsive) pages.
I'd like clean code, no CSS inside the HTML, and speed-optimized.
There's no PSD involved in this project.
The pages are currently in regular pretty low level HTML and not responsive.
2 of the pages are very "long" in terms of text and content, sample of page 1:

In addition there are 2 more pages that are very short (not many elements at all).
In total 4 pages (2 very long, 2 short).
The workflow will go like this: I send you the links to the 4 pages,
and you basically get to work. Very straightforward. Copy everything
exactly as it currently is visually.
