I'm adding some other topics based on your project requirement: 1) Is there any (student e.g. kid) tracking involved e.g. SCORM or not? 2) Are questions only static like math equations (including images of them) or do they include simple animations (this can prolong work)? And does each quiz have several questions, what is their average number for all 300 modules? 3) Was there any specific instructional design tool used for existing modules or not? Like Articulate Storyline or Adobe Captivate? Or were all Flash modules "hand made"? The approach to convert your Flash modules to HTML5 would be: 1) Testing the module to find out its functionality. 2) Decompiling module's Flash code (with a well-known tool) to further establish any code tricks and/or shortcuts used. 3) Creating new HTML5 module based on information found. The creation of new modules would be done using one of two options, exclusively. First is using pure HTML5 and javascript code, with any (simple) animations recreated using fast GreenSock (javascript) library. Yet if tracking of answers is required then I would rather go with Articulate Storyline, recreate all modules and then export to HTML5 with tracking code modified to suit your LMS (Learning Management System).
