Hi this can do easy. we have developed similar templates and this is quite easy one for us. I'll explain you how we going to do this briefly. We can either check user role and if the user role is a editor ( not admin ) we can direct them to frontend panel. and in frontend panel they can add , edit posts , pages comments and etc. based on the role you need we can give features ). once users enter their data in wp login form or our custom login form and if their role is editor ( or any-other as you like to give permissions ) users will direct to front admin panel. Or if you not like to keep the users in same wp_users table and need custom login we can do it that way either. Users can then only login to the custom system with custom login. if they enter their details in standard wp login it will says that details incorrect as we manage users in another table. this will be complete custom solution Admin can manage users from wp-dashboard. we will create a plugin page for this. admin can see all the users with ability to manage the content and they can edit / delete / ban users from system. it will show user assigned blog site of the network and etc. Admin template will be fully responsive and easy to use. and fully customizable from back-end.
