A layer list that specific — Border, Map, Compass, Legend, Labels — tells me you've had a "vector" file arrive flattened before. I'll rebuild it in Illustrator with live text and real paths for the coastlines, border, compass rose and scale, then export PDF/X-4 with bleed and crop marks, the 300 dpi PNG, and a PowerPoint that stays editable.
