I can see that you have mentioned govcloud, so possible that you are required to use the solutions/technology nominated in the proposal. Does your application explicitely need Windows server and Oracle database? I am wondering if opensource and free solutions would be an alternative. Your monthly bill will be substantially different with the above products that require you to pay for licences. Since you are building Dev, QA, Test and potentially Prod environment, it would make much more sense to use Terraform and Ansible playbook to ensure the consistency and reduce cost down the road. Happy to discuss in more granular level. I haven't cited monitoring yet, that's a trivial compared to the points I have raised. Thanks

If the requirement is to monitor the environment (Infra and application ) , i am good in Zabbix and ELK stack . Zabbix is open source free tool which can be used to monitor infra and logs and ELK is logs analysis and observability tool , good in APM in compare to Zabbix . ELK is free or license based .
