Let me try to elaborate your idea in my own words so that you can tell me if I made a mistake in my understanding. What you are planning to create is a Curation List Platform. The idea is to make sure that the medical institutions get appropriate data on a patient before they are able to invest their resources in treating patients . As we are indeed passing through a difficult time. The platform starts by creating a database if Registered users and then it Curates a list of users that are in need of assistance by setting up their profile by asking them several symptom based questions. But let me also add here that we should also organize for a PRIORITY METER. What I mean is , simply curating the infected from the healthy ones is not enough , a report should be generated based on severity of symptoms of the users so that they can be prioritized as URGENT, IN-THERSHOLD, BELOW THRESHOLD ... something like that . The idea of Geo-Location with Geo-Fencing is also good as it gives us more insight on the user cases. Though the functional idea is somewhat clear to me , the logistics or the flow of the system still remains a bit fuzzy. Especially , the Database schema that will govern the user flow needs to be talked about. So to put it simply , I want to have a more clear understanding of the end goal.
