Repair DXF for Fusion 360

I need assistance importing the attached file, [login to view URL], into Fusion 360. The current file contains gaps, open geometry, and numerous small points and lines. I need the geometry fully closed so that the lines turn black in Fusion 360, allowing me to pad the geometry and create a laser program.
