I'd treat this as a small production baseline from the start, with the launch only being one part of it. That means picking the right Windows Server AMI and instance size, locking the security group to known sources, setting up the admin user properly, checking IAM/security group hygiene, applying Windows updates and firewall rules, then deploying the basic app so you have something usable at handover. I would also check disk sizing, backup expectations and whether the app needs IIS, a Windows service, or a scheduled task. Nothing fancy, just clear.
