birthday site

need someone to make a fully functional site for me. it will need paypal integration . the site will be a free site for users. site is primarily a database for birthdays. users can upload thier own photos and personal information. will not pay anythign upfront. will only pay 25% when 50% of project is finished and 75% when project is completely finished. This needs to be fully functional site with no glitches when finished. i cannot pick a service provider unless I get a total price for the website. As the price can be anythign which I am not willing to pay. The site will be a birthday site, users can log in for free, they sign up and they fill out personal information- name, birthday, age, hometown, political views, sex, contact information, educational, work. They can also upload pictures of themselves. THis will be a birthday drive site.. meaning when a member logs in they will first be sent to a home page which displays links to all birthdays occuring today divided by state, city. The unique function for this website will be a points system - every member can send another member points on their birthday only. This will be a ranking system to see who received most points on that particular day. Members can send points - and they can also send cash to each other via paypal. I would like a section which shows how many free points the person recieved ont heir birthday and how much cash they recieved on their birthday via paypal. Each member can have the ability to limit ther profile to be a public profile (everyone to see) or private - for just their friends to see. I think this explains this total makeup of the project. I need a total cost. And as stated earlier - payment will only be made 25% when 50% of project is complete and the rest at completion. If you agree to these terms than we can get started.
