arduino rpm counter / mph readout

I have researched this extensively and all the online tutorials I have found give very buggy readouts for RPM / MPH calculations. My goal is to use a sensor (image attached) that outputs 0 or 5vdc depending on if the sensor is broken or not. This will be mounted on a wheel, and there will be as many tabs (breaking the beam of the sensor) as possible to get the highest resolution possible of RPM readings. The wheel will be placed on a motorcycle, and need to be accurate and have greater than 10hz update.
This code will then be used as inputs in logging equipment, digital speedometer readouts, etc. but that is a separate project.
