Lease a tool

I would like to design a program along the lines of Uber to utilize the tools one has around the house. Most tools are accumulated over time are not utilized after the project they were purchased for. These tools could be hired out locally for use in the local area. I am talking about drills, lawn mowers, cement mixers, planners etc. I want to design an app where the owner of the tool can contact the person who needs the tool can meet and set a price. I am aiming at the hobbyist or home handyman. The budget required will exceed my resources. I want to get some Idea what this will cost and then seek to finance the project. What i am looking for is a costing for the project to work with to take to market
