Create automatically different Workspaces and Reports in Power BI

We have a Multi tenant SaaS App in Microsoft Azure that let our admin to create a Tenant specifying the Power BI Workspace and reports included. The problem we are having is that before to create any Tenant in our application, we need to MANUALLY access Power BI website and create the Tenant Workspace and then upload the Power BI reports that will be available for that Tenant.

So, we need to develop/deploy/implement a tool/shell that creates automatically a Tenant Workspace, Upload the power BI Reports and create the Power BI gateway that will let us connect the Tenant from our app to power BI and display the reports for that user. Please bid only if you know what I'm talking about and include the number of hours required, the cost x hour and the brief description of what you will be doing to solve this issue.
