As I understand, you need a program (some kind of builder) that can have two options: 1. the program can generate a basic form, invoice - a user creates a form using visual elements: draws lines, inserts a table and an image, text, etc. and then save it in HTML format 2. the program should also have the function of loading a user's PDF and then convert it into HTML/CSS format. After that users can edit this HTML format as I've described above. Am I right? Another question: are you going to use this program as a separate app or as part of existing service/software?
