Cloud based excel rota sheet for volunteer fire fighters needed

I need a excel sheet creating that shows which volunteer firefighters are on call over 7 days. It must be cloud based (google docs) so all staff can access it 24 hours a day. The rota needs to populate who is available in the main rota sheet taking data from availability sheets for each fire fighter. It also needs to calculate how many hours have been worked, any changes in availability and if any extra hours have been worked. I have added a simple excel sheet to hopefully show my idea, its currently done manually each week but i hope to modernise it to a digital version that can been seen by all via smart phone. Please let me know if you have any further questions - i've probably missed loads! We are a voluntary crew and do not get paid for this work - I'm hoping someone may donate their time for free or only charge a very small fee for the work.
