Hello I am an expert in Data analysis and Data science in general, I deal with many file formats including .csv and .txt files, i checked the files attached, i will first remind you CSV file is a text file too, just that the separation (delimiter) method is different, in csv files are comma-delimited so rows are separated by comma or semi colon. the thing you need is just to understand how to read the file in excel etc. it is showing as a text because that is how your excel file is set. Both the template and csv2 files are already in the correct format. It is Excel in-built feature when you open csv files direct (by double clicking), any number more than 15 digits WILL be dispalyed as +E format. You must open it as if it is TEXT file using text import wizard. Try open it with notepad.
