I think $50 for each network approval is a fair price, especially since you only want to get approved at Neverblue and MaxBounty, which are some of the more newb friendly CPA affiliate networks. 2 networks at $50 each = my $100 bid.

I have found that the best strategy for being accepted is being honest on your application. Affiliate networks only make money when you make money, they just want to make sure you are a real, dedicated person with a plan and not some fraud script. So I will require a large amount of information: any current CPA marketing you do, any blogs or notable websites you own, what type of products interest you (example: diet product sales vs signing people up for insurance quotes), as well as your plans on how to promote those products.
